William Dodd said Monday the federal government released to Louisiana $6,678,000 in education funds it had withheld because of delays in school desegregation. "The money that would have gone to the other 20 we are now allocating to other 47 systems," Avants said. "These programs will be able to operate on the same level as last year." Instead of getting only 75 per cent of the federal funds these systems received last year, Avants said, the will now receive between 95 and 100 per cent.

$3.21 Martins Find By CHARLOTTE BURROWS of The Times Staff The graceful purple martins are swooping back into Shreveport by the thousands and they are finding more homes ready for them than ever before. Mayor Clyde E. Fant said yesterday that the new martin apartment house on the lawn at City Hall was still vacant but there had been indications it would be occupied soon. He said he spotted a number of martin scouts investigating it 8 or 10 days ago. The friendly purple birds already were busily building their nests elsewhere in Shreveport.

"Not all of them are filled every year you can't expect to fill every apartment but, I usually have 25 to 40 pairs a year," he said. Parker has an almost relationship with his beloved martin friends, dating from his childhood on a farm. Although they are not song birds, the martins chatter gregariously, and a whistle from Parker literally them a'twitter.

Naturalist Caroline Dorman noted in The Times several years ago that even the Indians loved martins and hung gourds on poles to provide homes for them. "This practice was taken up by early settlers, and poles hung with gourds may be seen today near houses in the country. Man-made apartments are really better, however, with narrow porches across the front for the short-legged martins to sit on," wrote Miss Dorman. APARTMENT It is these man-made apartment facilities which are being erected in Shreveport for the returning martin populace. Included are homemade martin dwellings such as Parker's which about $12 exclusive of labor and more costly bird a houses designed specially for martins and being sold commercially.

Either type of house is suitable for martins as long interior of the units apartment, is dark with only one entrance for each apartment and so long as the houses are erected in high open locations, Parker said. Parker said sparrows and starlings may create a problem prior to the return of the entire flock of martins but he said that is only temporary. Parker and the other martin fans said that. unusual purple birds, which are members off the swallow family, are worth any efforst they have spent on them. "I just like to sit sit and watch them.

Their flight is beautiful, and I like to see them build their nests and feed their young. They aren't any trouble. They are the cleanest birds I've ever seen, and they eat a world of insects," Parker explained. The fact that the purple martins consume almost unbelievable quantities of mosquitoes and other objectionable insects is one of the reasons they are greeted enthusiastically by Grand Jury Will Probe Haughton Youth's Death The Bossier Parish Grand Jury has been recalled for Monday and is expected to hear evidence slaying of a 19-year-old Haughton youth which occurred earyl last week.
